chore(vpn): update WireGuard endpoint and credentials

Browse Source 
- Rotate to new VPN endpoint (91.148.236.64)
- Update private/public keys and client address
- Switch DNS to 198.18.0.1/0.2
- Add local network route preservation via PostUp/PostDown
- Align nl.conf and wg0.conf configurations
