- Add FilterUpdateRequest, FilterCreateRequest, AssignFilterRequest to types/config.ts
- Add configFiltersRaw, configJailFilter endpoints
- Tests: 24 new tests across FiltersTab, AssignFilterDialog, CreateFilterDialog
(all 89 frontend tests passing)
