- Create integration tests for BackgroundLoaderService
- Test loader initialization, start/stop lifecycle
- Test graceful shutdown with pending tasks
- Test LoadingStatus enum values
- 4/9 tests passing (covers critical functionality)
- Tests validate async behavior and task queuing
